EPA is now accepting awards for its 7th annual National Award for Smart Growth Achievement.  If you know of a public sector entity who could use some support and acknowledgement, please forward it on to them.  This is the first year that it is also open to the private sector for some of the categories as well.  For further details go here:
http://www.epa.gov/smartgrowth/awards.htm. In 2003, the Met Council's Livable Communities Program won for overall excellence. The deadline for submission is April 7, 2008.

Overall Excellence in Smart Growth: This category-the highest award under this program-recognizes an outstanding comprehensive approach to growth, including built projects, supportive plans and policies, and effective community participation. This award will be made for the best overall approach to implementing smart growth on a variety of fronts-not just
for a single plan or project, but at the neighborhood, corridor, city, county, or regional level. A winning application in this category will not only show that a comprehensive approach is in place, but that it is effective.  Activities and programs submitted in the Overall Excellence category may have begun before the five-year eligibility period. However, they must demonstrate activities and results during the past five years.

Built Projects: This category recognizes developments that have already been constructed. Projects may be single or multiple buildings. Examples include single- or multi-family residential, retail, office, or mixed-use projects on greenfield, infill, or transit-oriented sites. Entries in this category must be undertaken with significant public-sector support, in the
form of financial or regulatory incentives, land assembly, or other major public involvement.
 
To be eligible, the project must be completed or nearly completed.  Substantial work must have been conducted between May 1, 2003, and May 1, 2008. For a multi-phase project, at least one substantial construction phase must be completed and operational (e.g., housing is occupied, businesses or offices are open, etc.). Only the completed phases of the project
will be evaluated. Projects that are in the design phase but have not been built will not be considered. Applicants must provide photos and a site plan of the completed project.

Policies and Regulations: This category recognizes regulatory and policy initiatives that support the principles of smart growth. EPA is particularly interested in actions that remove barriers to or provide incentives for development that meets community goals. Examples of possible entries in this category include, but are not limited to: parking policies, tax incentives, density bonuses, zoning ordinances, streamlined development approval, or smart codes to enhance redevelopment. Applicants must submit a copy of the policy or regulation as supplemental material for their entry. To be eligible, the policy or regulation must either have been adopted within the past five years or, if adopted before the five-year time frame, have significant activity (e.g., permitting, construction, etc.) occur in the last five years as a result of its adoption. All policies and regulations must be currently in effect and must demonstrate results.

Equitable Development: This category highlights the role of smart growth in meeting the needs of underserved communities and individuals through projects, programs, and/or policies that reduce disparities while fostering places that are healthy, vibrant, and diverse. Entries might include projects that involve community revitalization efforts, public investments to promote regional and neighborhood equity, and increased affordable housing and transportation options. EPA is particularly interested in projects that not only demonstrate meaningful participation by residents and community-serving institutions but also revitalize or create innovative development in the target neighborhood or region.

Colleges, Universities, and Medical/Hospital Research Institutions: Colleges, universities, and medical research institutions across the country are growing, and many of them seek to accommodate this growth in and around their existing campuses or districts. This situation creates unique challenges and significant opportunities for both the institution and the
surrounding community. Ensuring that growth and expansion benefit both the institution and community is the desirable outcome for all stakeholders.

This category recognizes exemplary projects initiated by educational or medical institutions or in collaboration with the surrounding community.  Examples should be built or nearly completed projects that accommodate institutional growth on and off campus (projects where an initial phase of a multi-phase project is built or nearly completed will be considered).   Entries must show how the project serves the mission of the institution(s) and supports improved environmental, economic, and community outcomes in the adjacent community.

2008 AWARDS PROGRAM The Gunnar Isberg STUDENT SCHOLARSHIP Submission Deadline: July 11, 2008 4:30 P.M.

The Minnesota Chapter of the American Planning Association (MnAPA) is part of a national organization of planning professionals with more than 4,000 members.  The planners who belong to MnAPA are committed to excellence in the planning profession.  MnAPA supports its goal of fostering the development of students in the planning field by providing student scholarships each year.

The MnAPA is offering the opportunity for graduate and undergraduate students to apply for up $1,000 in scholarship funds available for 2008.  The minimum criteria are as follows:

v     Student must be pursing an education in planning or planning related field (such as land use, housing, transportation, public administration, etc.) in a degree program (undergraduate or graduate).

v     Student must be a State of Minnesota resident or attending a university or college within the State of Minnesota with a planning related program.

v     Student is not required to be a member of MnAPA; however, higher consideration will be given to students that are members. 

For consideration, please submit the following by July 11, 2008:

v     Proof of enrollment (copy of tuition receipt or current registration card).

v     Most recent transcript (copy or original accepted).

v     Letter of recommendation from a professor or job supervisor.

v     Current resume including education, work experience, organizations, school activities and professional skills.

v     Cover letter stating anticipated graduation date and your professional goals.  Be sure to include a statement about your career goals and why you want to become a planner.

Applications will be reviewed by the chapter reviewing the project nominations and awarded at the annual conference in Duluth, Minnesota.  The scholarship is competitive and based on the applicant’s specific planning goals, academic record, and planning related activities or job skills.  Please email questions to michele.mcpherson@co.mille-lacs.mn.us.

Comprehensive Planning Video posted 2/1/08

The Citizen Planner Committee recently sponsored a video conference on comprehensive planning. One of the products of the video conference was a dvd which the committee wants to make available to anyone who is interested. Geared primarily toward citizen planners, the dvd could serve as a refresher for staff planners and as a nice training tool for community planning commissions. The presentation (dvd), given by John Shardlow, was done in a manner conducive to separation into several segments for short training sessions. Recently, an email solicitation was sent to a number of APA and AICP leaders which sought to promote a new certification for planners.

Neither APA nor its professional institute AICP have been involved in any certifications developed by outside entities. Neither APA nor its professional institute are in any way affiliated with any certification except AICP.

No other certification can imply a relationship with APA or AICP; and in any instance where such a relationship is implied, all parties will be notified by formal letter of our intention to protect our own certification and all our legal rights.

This is the only statement that should be posted on websites, listserves, or other communications devices of APA or its components, including Chapters and Divisions. No characterizations of other certifications should be made by APA or any of its components.

APA Hazards Planning Research Center looking for documents for best practices examples
The APA Hazards Planning Research Center is currently looking for planning documents and related publications that address hazard mitigation, to create a collection of best practices that make the connection between hazard mitigation planning and other local planning activities. Planners have a real opportunity to affect change on a wide variety of subjects through their strategic position as advisors to policy makers in town, city, county, and regional governments.

Specifically we are seeking the following types of documents and published materials (examples in parentheses):
* long-range visioning documents/blueprints/goals and objectives
* local plans (comprehensive, neighborhood, regional; housing, transportation, economic development; energy, climate change; water supply management)
* development management tools (zoning regulations, subdivision regulations, design guidelines)
* public investment tools (capital improvements program, general fund, financial revitalization tools)
* local policies
* built development projects
