Retreat Center Zoning Question

East Bethel has a resident who would like to convert part of his home into a weekend retreat center (holistic and scrapbooking retreats, etc). We have regulations in place for a bed and breakfast but not a retreat center. How are other communities regulating retreat centers in the rural areas?

Administrative penalties for code violations

Does anyone have some good examples of administrative penalties imposed by a City when there is a City Code violation ? We are looking to implement a process for enforcing the Code where the standard for proving the violation is lower, the fine less, no judge is involved, and less time is spent on the complaint. This is in contrast to criminal proceedings that are costly, time consuming, and involve court time.
