Homeowner Rental Question

Greetings
I have a situation in Detroit Lakes where homeowners are renting out their homes by the day or the week like hotels or resorts. Have any other cities addressed this in their Zoning Ordinance to prevent this commercial use in residential areas?

I would greatly appreciate hearing from anyone who has dealt with this.

Regulation of group homes in a singe family residential district question

Do any cities regulate group homes in single family residential districts (or other districts for that matter)? Watertown’s Code has a definition of family which states a group of not more than four persons not related, but concerns from neighboring residents have surfaced that may deem more regulation needed. If anyone has examples or code language they can share, I would be interested.

Open Space Zoning Question

Is anyone aware of examples of Cities that have created a zoning district for parcels of land that are to be preserved as open space ? I’m used to conservation easements being placed on a property, but am not aware of a situation where a property was zoned for that.

landscape plan review question

Dear Fellow MnAPA Members,

My name is Kevin Knase and I am the Planning Intern for the City of Golden Valley as well as a student in the Urban Studies Program at the University of Minnesota. I am writing to you to request input on questions related to landscape plan review. The reason for my asking is that we are dismantling our Board of Building Review at Golden Valley, which up until now has been charged with landscape plan review. The questions are outlined in bullet points below.
· What landscaping requirements and standards do your communities have?
· How are these requirements regulated and enforced?
· What department handles regulations and standards?
· Are there standards specific to particular zoning districts or are they regulated for all zoning districts?

Licensing provisions applicability question

Following is an excerpt from SS Chapter 28A:
Subdivision 1.Licensing provisions applicability. The licensing provisions of sections 28A.01 to 28A.16 shall not apply to the following:
Subd. 2.Sales by farmers; others not in food business. Persons selling the products of the farm or garden occupied and cultivated by them,

To me this means a license or fee cannot be required to sell the product. I am curious what others think about the ability to license and require a fee for the building that is put up for 90 days in which the product is stored and sold.

Also I have noticed that many cities have a license and fee for Christmas tree sales. Christmas trees are grown on a “farm.” Is there as difference between trees and other product?
