I’ve used quite a simple standard that says that a front-loaded attached garage may not take up more than 50% of the front facade of a house. You can also state that the garage must be on a plane with the rest of the facade, or recessed. Exceptions can be made for shoreland or other unusual lots (down-sloping) where the garage can’t be placed anywhere else.
We had a PUD development here in New Prague that did not allow the garage to extend further than 8′ in front of the front facade of the home. I can send you a picture of the results that produced if you send me an e-mail. I suppose depending on the width of the lot a requirement for side loading garages could be implemented (but probably not practical on a city wide basis).
