Job Description:
The City of Minneapolis is seeking proposals from consulting firms to complete a Warehouse District Heritage Street Plan. The plan area is the Warehouse Historic District in the North Loop neighborhood of Downtown Minneapolis. The consultant team should have expertise in planning, urban design, civil engineering, and historic preservation. Proposals are due on or before Friday, September 24, 2010 at 4:00pm.

Job Description:
The Director of Safety and Inspections is selected by the Mayor and confirmed by the City Council. The Director provides overall direction, management, oversight and coordination of the divisions of DSI and is responsible for a $20 million budget.
The Director of Safety and Inspections will be someone with the skill to lead a talented multi-disciplinary staff and the ability to work with a diversity of interests within city government and in the larger community. He/she will be a person of vision and strong ethics who believes in the importance of ensuring the safety of all types of buildings and a significant number of business activities through the provision of information and the enforcement of codes.

To be considered for this position, applicants must have a Bachelor’s Degree in Public Administration, Public or Environmental Health, Political Science, Urban Studies, Sociology, Business, or a related field, and seven years of progressively responsible management experience, preferably in an area(s) related to a function in the Department of Safety and Inspections. A Masters Degree is preferred.

Manager, Facilities Planning

Job Description:
POSITION RESPONSIBILITIES:
In addition to broadly assisting the director in establishing departmental goals, identifying strategies for attaining those goals and recognizing individual accomplishment, this position is specifically responsible for the following:

Near Term (0-6 years) Capital Facility Programming:
• Identify specific capital facilities needed to support the agency’s current operations and short-term growth projections.
• Submit new projects for inclusion in the Council’s Capital Improvement Plan (CIP).
• Coordinating with the Grants Department, prepare grant applications in response to competitive annual, biennial and sporadic solicitations.

Long Range Capital Facility Planning:
• Working with Metropolitan Transportation Services, suburban transit authorities, cities and counties, and Mn/DOT, identify specific capital facilities needed to support the region’s goal of 147 million rides by 2030.
• Monitor and document the annual usage trends of the regional park-and-ride system. Periodically update the 2030 Park-and-Ride Plan.
Work Unit Management:
• Provide direction and guidance to the Community Outreach Coordinator, Associate Planner, and Planning Intern.
• Manage the delegated and assigned workload of the Facilities Planning team members.

Special Project Assignments:
• Manage special projects as may be assigned from time to time, such as the Urban Partnership Agreement.

Capital Facility Pre-Engineering Project Development:
• For each project, prepare a Design Basis Scoping Paper (DBSP) summarizing the need, detailing the justification, identifying and estimating the major initial capital, service operating and ongoing maintenance cost elements, and proposing a delivery schedule.
• Hire and manage consultants to assist with concept development, including but not limited to site planning, public involvement, traffic engineering and environmental documentation.

Stakeholder Engagement & Public Outreach:
• Attend and present at regional conferences.
• Represent the agency’s interests by participating on project advisory committees.
• Work with business and community groups to address needs and concerns.
Performs other duties directly related to this position as assigned.

QUALIFICATIONS
Experience/Education Requirements:
• Bachelor\'s degree in Urban and Regional Planning, Civil Engineering or related field.
• Eight (8) or more years experience in public transit and transit facilities planning.
• A minimum of three years experience with microsoft word, excel, power point, electronic calendar and use of the internet.
• A minimum of one year experience with access and microsoft project.
• Ability to lift up to twenty-five (25) pounds.

License Requirement:
• Certified Planner (AICP) or Licensed Engineer, or ability to obtain within one year of the date of hire.
• Valid Minnesota driver’s license.

Knowledge, Skills and Abilities:
• Knowledge of Twin-Cities geography and transit system.
• Knowledge of transit facility planning concepts, principles, practices and current trends.
• Knowledge of public transportation funding, operational, and planning activities that focus on identifying opportunities for increased service in the region as well as improving the efficiency and effectiveness of current systems.
• Knowledge of the three capital funding sources (federal, state, and local), local match requirements, and players in the funding arena.
• Knowledge of route and system planning, scheduling and street operations.
• Knowledge of corridor planning, demographic and travel behavior forecasting, and market area analysis.

SUPPLEMENTAL INFORMATION
Union: TMSA Grade 11

Working Conditions:
Position may require working in outdoor weather conditions up to one-third (1/3) of the time

Physical Conditions:
Position may require sitting, standing, walking, and lifting up to twenty-five (25) pounds up to one-third (1/3) of the time. Position may also require close, distance, color and peripheral vision, depth perception and ability to adjust focus.
